AGREED: 1331382 - RejectedBlocker AcceptedFreezeException - this is an unfortunate bug and a bad experience for affected users, but impact is limited to switched keyboard layouts on Workstation live image and does not prevent a working installation, or quite violate any of the release criteria (as gnome-initial-setup constitutes a working mechanism for creating a user).
