AcceptedBlocker (F27 Final) - Clearly violates criteria and should
be an F26 Final blocker. However, discovered very late in a release
cycle that's already delayed, and we believe the best course for
Fedora's hybrid time/quality-based release schedule is to have a
process for waiving cases like this to block the *next* release, as
we have occasionally done before. Accepted as an F27 blocker. We

boot to a desktop' criterion, on boots after KDE install, on libvirt
3.2+ VMs using libvirt NAT (and possibly other unknown DHCP
servers). Some workarounds are available. As libvirt complication
was discovered late and fix will likely not appear soon, we agreed
to make this a Fedora 27 Beta blocker (see #1468239 discussion of
