last month we turned off delta rpms for epel9/10, but left them on for epel8. now it's looking like we should consider turning them off for epel8 as well. from what i've been able to research so far, pulp 3 doesn't support drpms, and at some point satellite switched from pulp 2 to 3. i'm surprised we haven't had complaints about this before, but it seems like a relatively easy fix.

one weird thing is that epel8 has drpm repodata, but no drpm files, while epel9/10 have no drpm repodata, but some apparently leftover drpm files

i've been fighting a kde-connect thing with epel9 that I didn't know if was known. tl;dr on that is... it coredumps because of some issue with certificates and the workaround I found doesn't seem to work.
