The change introduces new flags to some macros used to set/override default compiler flags for C, C++, and Fortran packages. I checked ostree, rpm-ostree, and coreos-installer and, in those specific packages, we aren't using any of the macros mentioned in the change: `%{build_cflags}`, `%{build_cxxflags}`, `%{build_fflags}`, and `%{build_ldflags}`. We are using Rust flags and the default RPM build environment flags like `%configure` and `%make_build`, not C/C++, Fortran flags, so this change shouldn't affect our packages.
