On my side, to test in downstream, I downloaded them from https://download.copr.fedorainfracloud.org/results/packit/fedora-iot-greenboot-155/fedora-40-x86_64/08004770-greenboot/

yea, what happened was greenboot adding a dep on bootupd, but in f40 we dont generate the metadata it needs
