so when QE submits a request, releng takes that and runs the compose and syncs it, etc... QE is resposible for saying whats in it.

Yeh, I've read/remembered some of those ... was trying to work out if the ticket is more "this is approved and needs someone with privs to run these commands" or "QE wants these, but they still have to pass some process/sign-off before someone can run these commands"
