download.fedoraproject.org is a redirect to a 'up to date' mirror. But there's no promise that mirror has any specific thing someone is looking for. Some mirrors only do subsets.

yeah, but there's: mirrors that exclude some things (like only carry x86_64 or something, or only stable releases, not rwahide), and mirrors that report they are up to date (private mirrors), and more cases...
