quick summary, the way we had to set up epel next (overriding dist in koji) ended up breaking the bootstrap macro and a few others. but since then a new distsuffix macro was added to c9.

i got my staging koji permissions fixed and verified that using distsuffix and leaving dist alone works as expected. once releng does the same change in prod the issue will be resolved. just an fyi for the folks here.
