i'm still of the mindset that we should split up the pr to change separate releases separately. switching epel9 to xz (to be consistent with epel8) is a unique change that belongs in it's own pr. and we can roll out zstd to epel10 in epel10.1 and leave epel10.0 on gz so we're not changing things during summit.
