Since we are moving to OCI for updates in Fedora 42 cycle, the OSTree repo should be unused after that.

I'm sure there will be some people who opt out of the migration in Fedora 42. Maybe once F43 rolls around and they are no longer getting updates they will open issues to tell us why they did that and we'll try to understand the cases.
