For the F39 GA, the ostree remote was moved to /sysroot .. which we didn't really notice at the time, but it caused issues with upgrades to F40, so we had to make a similar change in F39 to fix it up and move it to etc. As a result, the iso openqa tests is broken.

Sounds good to me. Once we hit this stage in a new milestone, I kind of disregard rawhide until we're in the clear (as in GO) for the current milestone. At least until we can see the light at the end of the tunnel.
