I confimed the simplified-provisioner issue is fixed in `osbuild-composer-110-1.fc40` but its not yet in production so our official images are still broken

It always worked on aarch64. What has been fixed is the ability to use a swtpm on aarch64, but the host VM will need to be updated to a newer kernel (6.9.x has the fix)
