i took too long to adjust my pr for feedback to the fesco stalled process, so zbyszek just went ahead and made the change. the fesco process is now filing a single ticket with releng, and it just needs a single +1 comment from a fesco member (instead of a full fesco vote in a fesco ticket).

the main retirement ticket is https://forge.fedoraproject.org/epel/releng/issues/59, and that has a recap of what has been completed. tldr, no more epel10.0 builds, but it's still on the mirrors. we're gonna follow fedora's example and leave it there for two weeks, then move it to the archive. it should still be available for requests for epel-z-10.0 from mirrormanager, it's just a matter of whether it's served from the main pool of mirrors or only the mirrors with archive content.
